Chicago, IL:  In a democracy the right to vote is the right that protects all other rights. There is no other right that equals or surpasses the right to vote.  Senator Amy Klobuchar (D-MN) recognizes that fact and has introduced SB.3529, the Natural Disaster and Emergency Ballot Act of 2020, that protects and expands our voting rights and addresses emergency situations like we are facing now with the coronavirus.

I am personally and the Rainbow PUSH Coalition organization is proud to endorse this legislation.

SB.3529 requires states to establish contingency plans for the conduct of elections for Federal office in response to national disasters, natural crises, public health emergencies or any other declared emergency.

Under this bill, the federal government will be required to provide the resources necessary to protect the health and safety of poll workers and voters when voting in person and by mail.

The bill would require states to develop emergency plans for elections and update them every five years. It provides a plan for early voting, for voters to be able to request absentee ballots online, to vote by mail, and for votes to be secure, accountable and counted accurately.

It also protects against disenfranchisement by removing barriers to voting like requirements for witness signatures on absentee ballots, Voter ID requirements for absentee ballots, and it ensures voters can resolve any discrepancy related to signature matching.

In 2020, voters in America are facing an infectious disease that poses significant increased health risks directly to elderly and disabled individual voters, and to all of us indirectly, and will affect how we conduct our presidential election and the elections for the U.S. Senators and the U.S. House of Representatives in 2020.  We need to pass this important piece of legislation immediately along with other voting rights legislation aimed at the 2020 election, and provide funding at no less than $4 billion.

This legislation will help us to make sure that the election in 2020 is free, fair, safe and secure for all Americans.
